you can get 175 attack speed bonus at min 8. Paired with a support with reliable stun, maybe you can get ez kills, although min 8 mirana base damage is really low.
Max starfall don't be a retard. That being said max leap over arrow. If you have a support with a reliable stun just arrow them? Mom mirana is really good no need to max leap for some meme build.

base damage is bad though, which makes mom/leap speed bonus feel irrelevant early. you need something else that gives you +30. at least phase.
