Ice shards block needs pratice, just like rolling boulder from Earth Spirit or clockwerk cog's.
Play few matches against bot and try land the blocks as close as posible from the target.
After bots go for some casual matches to predict others players reactions.
you need blink first, Tusk aghs is about positioning, and for that you need the blink.

still kinda weird after patch change , you really have to do it way behind your enemy to block.
sometimes i miss an easy first blood i want to shoot myself
Keep it situational. Not great every game, but a superb counter to heroes with strong dissable - like LC. Especially after your blink dagger.
