Yeah its balanced, thats why bkb is a core item on pa, cause solar crest is usually build between mid and late game by pos 4 or pos 3, and solar crest doesnt pierce spell immunity
Since I spam blood seeker I buy this item every time there is PA in the game, and it's hilarious when she first loses half her HP to rupture, and then decides to manfight me anyways, because there's no way a blood seeker wins a right click duel against PA, but solar crest changes the outcome completely, unless PA gets 2 lucky crits in a row or some shit (which HAS HAPPENED and I wished I had blademail at that point).
Also, 35% accuracy doesn't mean PA only has 15% evasion. What it means is that out of 50% hits that should miss, 35% will hit, so it essentially only removes about 0.5 * 0.35 = 0.175 which is 17.5% of evasion which is not a huge number, honestly.
Yeah, fighting someone with 32.5% evasion is still like fighting someone who has a butterfly, however removing 10 armor from PA means that of those attacks that DO hit, they hit HARD. Especially if PA doesn't have vlads (yet).
It's easy to overthink things and lose sight of the bigger picture, and that is that 50% is not 100% and that you can still hit PA with 50% evasion, you just don't want to take your chances if you have not itemized against her, or if she has an upper hand for some reason (like having a dazzle handy, having someone who can counterinitiate you jumping on her, just having a numbers advantage in general).
