True, especially when the highest mmr calibration has been reduced to 3500. I remember a TBD solo mmr who claimed to be better than me (we lose that game btw) but his winrate is at 47%. I guess that dude drop to around his true mmr at 3.1k or something today.
But it's not all the time. There are people which called boosted accounts or account buyer. Its difficult to find one but if you can check his DB account and monitor his last games, you can prove it.

How do you know he is account buyer? Account has 4500 matches on it and it is rated as vhs? Wouldn't it be more convenient if account had much less matches, or just calibrated in vhs and sold? Please explain how did you know or notice this account is in ownership of acc buyer?

Ofc, there are 2 types of people in dota: the casual and the competitive. The casual play the game for fun and even play to socialize with friends. The competitive, on the other hand, play for being the best and want to win so badly. MMR is the scale on which other people will judge your skills. In conclusion, it's a preference of which type of dota player you are.
