In the process of theorycrafting Tranquil Boots in general on safelane carries with a semi-roaming playstyle. Even when broken the MS is legit so good.

What's the point? Why not just get some magic resistance or armor instead of hp regen that gets disabled with a single attack?
You buy Tranquils for the good roaming MS too... But 14 HP regen for almost 1000g that can break... nah
I actually dislike the Tranquils change
A wee bit of armor really means a lot for supports and the price increase for extra 5 ms and a extra 10ms broken boots I don't really want those.
