I have played with 10 fps multiple times..its horrible.. 30 fps is like a min fps for gaming you can do just fine with it. Drop the rendering to like 80-90ish for better fps
I play on a very bad PC I feel your pain.
Make sure not only your game settings are low, but the display settings on your OS. For example make your computer display like the old style as opposed to the new style, that helps. Also from my experience with this and other games, and maybe it is just my set up, but I actually get a higher FPS when i play on medium rather than low .

got good fps on all low settings 100% render but game has input lag and when 3 heroes simply cast a spell fps drops to 30
and all game i feel my hero so heavy to control and even lasthit
