if you win the laning stage it means your team can set the tempo of the game, just because all of you guys are fatter in comparison to the enemy, and subsequently bully the enemy team and forcing them into unfavorable positions. managing this advantage well means you win the game through sheer snowball

biggest aspect of chain frost is bkb-piercing stun on first cast imo, the damage is great and all but the damage can be mitigated by force staffs and glimmer capes
frost armor is one of the best defensive spells. remember why people dominate the frost ogre? just to get a pesudo-lich armor. that good

standard p5 supports need good movement speed and mana. he has both built in. he is the most item indepedant hero in the entire game. he ult is great if u are patient. stay out of vision and cast it late.
I have a friend that only uses Lich on his entire games of DOTA 2 and he is content with it, also he has also a really good winrate at it, almost 70%.
What I think is the question does a certain hero suck or something is completely irrelevant because it will depend on the player using the hero, for example on my most recent match I picked Appa to counter an enemy Alchemist the problem is I'm dogshit at using him and I'm dogshit in DOTES in general haha.
Also all you have said are only in paper it's completely different in-game cause anything can happen also it will depend on what skill bracket too, cause Lich will definitely own below 2k mmr I believe.

i found him fun since you can shit on any lane you go, thus making the game easier to win and winning is always fun

Actually I think a lot of 5ks and pros agree with op. They say lich falls off too much late and never pick him. He does have a 53% win rate in 5k though so I don't get it. I think the worst thing you can say about lich is he's boring to play really.

Ok, time to get serious: How do you build this hero?
Tranquils and support items into what? Is mek really mandatory? Midas? Force Staff?
How about the skill build? How much Sacrifice points do you really have to take early on? Is Frost Blast worth maxing before your other skills?
How about playstyle? You can't really gank anyone without ulti, so I just often find myself sticking with whoever I'm babysitting in the lane pretty much forever.
You don't need kills or to manfight anyone as Lich.
You get dagger/glimmer/force, buff your whole team/structure with W and spam Q/R from afar. That's all you are supposed to do.
Frost Armor is a really huge buff, when you consider the AS slow and +9 armor. His strongest asset, I'd say.
Q is not good for its damage in late game, but AS/MS slow, which stacks with the slow from R and W.
You just buff everyone, slow everyone and deal magic nukes, while staying far enough not to get your ass toasted. This way you win games with Lich, as his impact is actually really huge, even at really small net worth.
You have a perverted perception of how you're supposed to play him.
You just stay close to your teammates like a leech and E creeps. You babysit and wait for fights, do your job, when they do happen.

Sure, Sacrifice and Frost Blast are good skills to insta-win lanes, but that's pretty much all you're good at all game. Not to mention how it's very hard to get actual kills with your skillset.
Sure, Frost Armor is pretty good against enemy righy clickers, but Lich still feels like paper every time an enemy jumps him. Nothing u can do to fight back.
25 minutes in- enemy carry gets bkb ur toast.
Hectic teamfight with nothing to sacrifice - no mana because of your 200 mana Q trash nuke, ur toast.
Chain Frost gets disjointed by ONE force staff - ur toast.
Getting too close to the enemy because otherwise you won't be able to land your piss poor range and animation Chain Frost? Ur toast.
Maxed sacrifice in the early game because it's your best skill? Too bad you now have one less skill to use for the remaining 30 minutes of the game.
But Sacrifice gets you a shitton of experience! ... To do, what? Get treads skadi and hit people with level 20, 25 talents? Yeah right.
