He's pretty bad right now. The root change disabling chain actually destroyed him. So many heroes that he was good against before, like cm, meepo, treant, chen, are now all good against him because you get rooted and you can't use your best skill. Unless you can get an easy solo lane it's probably not worth it to pick him.

he is usually bad but sometimes ok, I wud rate very situational, but not the absolute worst of this patch

Loved him badly back in 6.XX.
Root and QOP/Lina/Necro/strong magic nukes coming back to meta.
Root can be countered by Lotus though.
