Now that you mention, it is really rare. It's situational I guess. You can get it if you're expecting enemy are not going BKB and Manta.
I actually use Heavens Halberd on BB(core item) and sometimes on NS and Phoenix(situational), its good for them since they're str heroes so plus hp and dmg, evasion is a plus and the active disarm.

halberd screst and bfly all got a buff in dota 3, because of cheapness. halberd has historically been a super shit item though
It's not really op. 8k and 9k players, never saw them buy it either but maybe i just watch miracle and arteezy only... not sure about the others...

A core should build HH. And its kinda not worth getting as a slot and investment. Meta carries just dont benifit from HH a lot. All around the item is kinda okay but you only buy it on heroes who need tankiness. On axe its pretty good cuz he benifits a lot. Huskar same here. But HH doesnt give you a lot of carry potential and after 30 mins becomes worthless because meta carries build manta and/or bkb. If you need evasion go solar crest. SC is way better than HH.

The sound of the name itself is pretty cool. The question is, does anyone ever use it? I mean come on, do people realise that it is even existed? Compare to other items, this item is almost not-on-the-pick-list. Even in pro games they never used it or mention it. So why do they make this item. Why not just remake it- instead of disarming people for 3-5 seconds why not... take out their clothes! ROFL
