Unlikely, while I am no fan of Blunt threads but he does play a LOT of meepo which in recent patches has proved pretty game winning. That added he's had recent success in party stacks so it would a party rating vs solo and why would you get that.
A blue star signifies high rating games which can be achieved either through solo, or through party. For example, if I play too much party I lose mine, as I also lose my hero ratings as the people I play with are lower.
In summary I don't think this is likely.
I guess cause I am a fan of facts, and statistical basis for an argument rather than biased accusations, consider the following.
Also openDota estimates MMR but that doesn't mean that this is a good basis for rating. If you look at the solo games he plays they are what you would expect with none of them looking particularly suspicious though I agree match toggling is a factor
