the AW set was part of The International 2016 Collector's Cache, and the items that dropped in that chest are not available for trade

Quick question. Anybody knows what determine whether set or item is available in ingame market. I am struggling with Fractured Envoy for arc warden. I dropped it somewhere, dont remember where but when i enter arc warden overview in game its not listed as available to buy and there is not single other item for arc. Why this is problem? Because there might be other items for different heroes which are not visible from that in game market menu.
