can dota 2 buff tell how the evaluation of Skill Brackets is done.

It's data from valve itself. In the code.

the bracket is in the replay file, dotabuff doesn't decide it, it just reads it

NS=> 0001 - 3200
HS=> 3200 - 3700
VHS=> 3700 - 9999

Bracket = Average MMR of the match
NS = Deepest trench of toxicity - 3199
HS = 3200 - 3699
VHS = 3700+
