It's an item. It gives quick mobility and increases your initiation/sleight range by 1200. Depending on how you play Ember and what you're trying to do its either an amazing item or it will just be taking up a slot that another item could've used. I personally don't use it too much, if your team has a few sources of control you can make do without it and focus on making sure you get the job done at the stages of the game you need to. Remember in the late game this item could be taking up a slot for a critical damage item you really need. If you're sitting on 3 Rapiers and your team is dogshit at creating opportunities for you... it's probably the best item to have.

IMO though it's mostly used by cucks that cant get used to SoF's max range.
