its not like frost arrows are gamebreaking anyway, usually the people you want to slow most have bkbs and everyone else has force staffs or whatever. it can get pretty crazy in the right circumstances though
its good when you're in need of raw hp and survivability
also a core item when dealing with illusion heroes

the arrows themselves are very meh without uam procs, 50% damage on 2 units, I very much doubt drow aghs will be nerfed
If you think the game is going to lategame then Tesla drow is the build to go for, that being said many games you will want to end earlier and for 4.2k gold there are items that can give better impact.

i asked a 7k friend and he says aghs first cos it helps you farm faster and good stats, but idk ive been losing whenever i go aghs on drow whichever way.
First aghs then yasha[manta] after that dragon lance,maelstrom,skadi
I'm not really a drow picker so any knowledge I have is from playing against it in pubs but agha first makes sense because the hp and stats are so handy. The main issue with Tesla drow is that naked agha is pretty shitty for fighting until you have maelstrom compared to other stuff so you can get run over before you get your items going. So perhaps mael first is better in that sense but I think either way you are looking down the barrel of being useless in fights until you have both and the lightning kicks in.
I don't think you want to rush either, I think treads, aquila, manta, then maelstrom and aghs. You need some items first. Maybe even a bkb before that.

if you rush mael->aghs ur going to have shitty range, shitty hp, no sustain, and still slower farm than if you went hotd first

it lets you apply ur slow with the split arrows and gives you a shitton of aoe damage with MJ (also nobody can stand near a tower u hit or they die, just like luna and medusa).
However, ur single target dps is reduced significantly, which makes it a bit harder to rat or burst people down in 2-3 seconds
