Instead of PM I'd suggest a directed comment on a thread which is invisible for the rest for which the person it is directed at gets a notification of some sort which he can also browse through and find later in time without it being deleted.
highlighting the messages that are @you and introducing PM would be good, but it wont change much in the end, imho
