smurfs are only muted on the community chats, they're not muted ingame only regional/public chats.
^^ i made a smurf few days ago and he is muted ingame. op is right, it's very bad for new players since they don't learn to communicate. on the other side, new players won't get flamed that much. but still i think it's a bad decision and it isn't even mentioned in the changelogs as far as i know..

Allot of people make smurfs to grief and this is pretty annoying yet there is also allot of new players starting dota 2 making it for all the new or future pros not interested if they cant communicate with their team I've seen allot of people spam well played now and if you look they have played like 4 games ect so yeah. For those wondering whether it has anything to do with the % $ thing well it doesn't I used 5 $ on my smurf and it still did not remove the mute :(
Valve Please fix this you are destroying this game even tho you are trying to stop smurfing in the proces you are stopping new players from enjoying the game
