quantity of games doesnt allow u to do anything, ur skill level (~mmr) does. people learn at different rates.
yes. some people play 1000 games and have very high winrates. some play 4000 games and are still in normal skill. and of course there are some who improve really slowly and continue to improve even after 4000 games.
