Logged in for the first time to tell you what fixed it for me (the 403 forbidden issue). Apparently it was a malware problem which made unchecking the proxy settings impossible. Therefore the fix mentioned in this thread did not work for me.Long story short:
– Downloaded antimalware http://www.malwarebytes.org/mwb-download/
– Ran malwarebytes to remove malware
– Restarted and went to see how proxy settings were now, it was finally unchecked (without me changing it)

Mostly this error appears when they are busy on a update in the store.Last year at the 26th the same error appeared, but they opened that same night with: 'Guess What' and they had the End of the Year sale. There are some speculations that Steam is down for a while to add some servers to handle more download requests due to the sales.
Well I never experienced this b4. But this is what according to google.
