When most of them are melee heroes and when there is no Spec w/ Rad to fuck up ur initiaton.
Magnus is great when you have any melee carry in your team, its especially great with ember spirit and sven.
magnus is good if your team needs a good pre-initiation, like securing heroes in a void's chronoshpere with your ult and your dash, giving your physical carry bonus cleave before they enter a teamfight, or providing extra sight of the enemy team if you havent warded their location. Magnus's counter are heroes like clinkz and riki that are harder to pick off because magnus wont do well against them because he can't land a pin or a dash on them. Magnus is also vulnerable agaisnt heroes like axe or bristleback who take atvantage of the closed distance and try to screw you over with counter helix or quill spray.
I would say that if you are looking at the enemies team, you probably should pick magnus when their team has squishier heroes like drow, sniper, phoenix, etc. that rely on staying in the sidelines so they can dish out their damage safely. Magnus counters these heroes because he closes the distance between them, screwing them over (especially drow because she loses all of that extra agility).
When you have heroes in your team that benefit from empower like Ember/AM... and he's also good @ high ground defense.
Is he good against lane camping 5 manning fucktards after minute 12? Just one or two 5-man rp's and their mentality will be shattered like the nerfs Icefrog does?
in this patch - never, unless you are already a magnus spammer, but then u kinda know the answer to this question urself.

In what situation should i pick magnus ? Like if the enemy picks a specific hero or in a specific line up ?
