That's not how it works. When you attack with it your first attack gives the slow. You also get like +490 AS for one attack. (for your second attack basically) That attack has the slow as well.
Ember's sof is just normal attacks and the exact same thing happens. The first attack adds the slow, you get the AS, the second attack adds the slow, you lose the AS and that's it. (or in other words, the first two targets of sof get slowed, the others don't) I just tested it, to make sure the theory isn't just a theory.
As such, it's pretty obviously not an Ember item. If there are only two targets, you pretty much chain them anyway, making the slow completely pointless.

even if 2 unit gets slowed it doesn't make echo sabre even an item choice to get on ember

Nothing game breaking (or maybe it is, you never know), but I noticed that using Sleight of Fist with ember with an echo sabre off cooldown on you, causes the echo sabre to proc. i.e the it sets off the cooldown.
So I decided to mess around with it in hero demo and noticed something. The echo sabre proc DOES NOT cause each sleight to hit twice, but the 100% movement and attack slow effects every single unit when sleight hits them.
Any ideas on why it works like this? And do you think this item could be of any use to Ember?
