It's not that. Look at the matches, all very short with his entire team feeding.
And his other matches without techies: the opposite, enemy team feeds him. eg: http://www.dotabuff.com/matches/2446971174
It's matchmaking abuse, either for stats or prediction streaks. When it's his turn to lose, he always picks techies so it doesnt mess up his stats for other heros.
