What i did from getting a unknown skill is... from support kunkka early game and convert it to killer late game
From my experience. I got unknown skill every time i party with my ns friend in normal matches. So i think Valve cant decide the skill bracket if there's some significant hidden mmr difference.
I think unknown skill is when u have played in a higher or lower skill bracket with your friends then play solo on a different skill bracket..

Unknown skill means dota buff cant measure how you play in that game so ... opinion only dude
