I was thinking of CM, BB, Lich, some heroes like that, they can spam slow since laning stage. Undying with tombstone maybe legit too.
Silencer with aghs giving like 30s slow counter everytime he cast global silence. He can also give slow during laning stage.
I'm still looking for better alternative though
Beastmaster is pretty fun. Great to play him offlane with his Boars and an Orb of Venom. Ez, cheap slows.
Batrider is also annoying af if you know how to use him.
Veno and Viper of course.
venomancer, getting 3 starts in the first 10 min, lvl passive lvl 1 and go harass
also you have to become venomancer in order to be more efficient with this hero
is the amount of slow important ? or just slowing for X sec? cause if the value is important, warlock is one of the best.
I think its the net amount of slow debuff TO HEROES in seconds @matrice, so aoe slows are the most optimal options
