He looks less snowbally but not nerfed to death like storm or lesh

Yeah, I don't think he's nerfed to the death. Also since int = more dmg now, it's also good addition to him.
He's not ruined but won't be cancer anymore. Arc warden is more of a rework than a buff, you can't rapier mom bkb travels rat their rax anymore, but you can be more useful in fights with necro etc.
Od's still cancer , a bit weaker in early game but more powerful in late game. Bloodthrone is core on OD now, plus the hurricane spike is one nasty item on Od as well. Bad news continues :D
Unrelated but that hurricane pike is just the item sniper needs. It's not as easily countered as blink or shadow blade, and allows him to deal damage when threatened.
