Power *Treads are the best scaling boots because of +ATK speed.
You should at least be aware to switch to INT if you're lacking some mana to teleport, or use a spell in a clash.
The movement speed on phase is why you get them, not the dmg. The movement speed is harder to quantify but both boots good for different things.
no cos they give extra survivability in 1 slot. maybe u dont want/need tranquils armour, treads are the only other boot to give survivability.
not bad for supports who need some survivability but cant afford to waste their slots on bracers i guess.
stats alone are good cos of the extra attack speed. ur basically getting a free gloves of haste when u upgrade from browns.

Almost everyone says PT is better on necro than phase, though i still like phase more
