Again, what Valve does is look at end game statistics and determine skill tier that way. It is not directly based on MMR, it just has a strong correlation with it (as you'd hope lol). But there are 3.6k games rated Very High and 3.8k games rated High. It depends on what happens in the game.
^can u show me one where this happens.... I will only come up as high if I que with low MM friends
I don't have screenshots so it's just going to be my word but I've queued with a friend with 3.6-3.7k and had it come up as Very High and also queued with a friend with 3.8-3.9k and have a High game (I'm 3.6-3.7k party). I'm fairly sure it's not just average MMRs that determines skill tiers (but again I don't have any screens so it's just my word here).
It is the total MM of the team that makes up the tier and depending on what is available in the que you can pushed up or down depending on what is available. Since you are very very close to the cutoff you will jump back and forth but once u get a bit higher 4k~ you wont fall into High
it defs has something to do with total MMR of the team because my mmr hasnt changed for like 2 months and my games r hgih/very high so i believe its more the total mmr of the team not the player

I think they're still determined by the % chart released by Valve when they speculated on non-ranked mmr....Right? Because I just hit 3.2k (I know, see ya at TI nubs!) and I'm in "high" skill bracket.
