On my alternate account, I got hs games and sometimes I fvcked up and still remain in the bracket but in my last game I think I'm going back to my bracket real quick
Score above 10(kill) assist high rate.
High KDA rate. (Kill+assist)/Death.(just avoid dying) go get Kill Steal(better idea)
high GPM and XPM estimated. 600 - 700 and up.
buy more support items like SOD wards and Dust if u play carry( only if u have extra money.
this will get you up in vhs in no time. farm fast.
dont play support until you reach VHS bracket. if you do if would be hard to get up again.
base on my experience on this account.

when i play support on normal game(before i got medal. under 100 games) i dropped down from vhs to hs bracket.
try to experiment urself
killstealing, not playing support, probably will get u whatever skill bracket u want but even if u reach that skill level u will return to ur original skill soon enuf. better solution is to get better at the game

Anybody who wants to share their experience/knowledge about this? I know that Valve keeps it a secret, but as for observation among smurf players what do you think are the factors? What gets you from high skill to very high skill in a span of 1-3 games? What gets you from high skill to normal skill in 1 or 2 games?
