ifit permanently disarmed everyone in a 1300 aoe the evasion would be pointless

Im just wondering why they would put evasion on an item that actively disarms the enemy? Doesn't it defeat the purpose of the evasionto have the enemy disarmed? Maybe a silence with evasion?
