Look at loading screens. everyone still got Them but cant use anymore. So if techies gets deleted dont worry about the arcana... It will still be there.

where did you find out the info that techies is going to be deleted?.. no way that'll happen.

Given how the LP system seems to be working, judging by several different comments, every Techies picker should be in LP right now. So, why bother deleting that hero?
