are you using wifi? if you use cable and still getting low ping you might want to consider changing isp

In general Ping isn't affected by software. Its more of a hardware thing. Ping is basically the time in milliseconds it takes you to send a signal to the server and receive a reply. Usually the biggest factor is your distance from the server since obviously the further you are the longer it will take to send and receive a piece of data.

Ideally you want the data to go from your computer, directly to your ISP server and from there directly to the Dota server you are playing on and for it to come back by the same route. However some ISP companies tend to re-reroute data to avoid the busier lines. This means that instead of going from your ISP server to the Dota server it might travel to several other servers first. This reduces the internet traffic on certain lines for your ISP but it ends up giving you a much higher ping. How high depends on how far the detour is. In this case your only options are to play at times when internet usage is lower or to get a better ISP who doesn't reroute traffic as much. Some ISPs do prioritize gaming traffic but I'm not sure if any of them are available in your country.

Faulty Routers and hardware can also increase your ping. What happens is that instead of sending your data straight to the server, a faulty router sometimes sends the data around in circles within the router before sending the data to the server. Since the data is wasting time in the router it increases your ping.

If you are using a wireless connection then interference or a weak connection could cause you to lose some of the data being transmitted. the percentage of data lost is called your packet loss. In general it doesn't affect your ping but it will still cause you to lag because some of the commands you send don't reach the server. You can also get packet loss over cables if theyre faulty or poor quality but this is less common. So if you are also having packet loss it might be that your wireless interference. Try using a cable to see of problem improves.

As far as I know software like wtfast doesn't actually change your computer in any way. What it does is send all your gaming data through special servers that wtfast operates in order to get it to the dota server by the shortest possible route. In other words, after your router sends the data to your IPS server, the data will go to wtfast servers instead of other IPS servers. From there wtfast will send your data along the shortest possible chain of their servers to reach the dota server.
If your ISP tends to send your gaming data on long routes then wtfast probably will improve your ping. If your ping issues are due to hardware problems then wtfast wont do anything. Also remember that if wtfast doesn't have many servers in the region you play in then they wont really be able to provide a shorter route to the dota server, and if youre in a plave like Australia or Southern Africa (like me) where they have very few servers, then their shortest route might be longer then the route your ISP uses which will actually increase your ping. I live in South Africa and when I tried wtfast about a year ago it increased my ping slightly. They may have added more SA servers since then and improved it but I doubt that expanding in SA is one of their priorities.

Hope this helps. I simplified most what I wrote but it should give you a general idea of how Ping works.
