That only shows what you end your games with, so I don't think you'll see whether somebody buys wards or not, just whether they end games with them in their inventory. If you're losing, you're likely to have already placed all the wards you have bought, and if you're winning, it's likely to be the same story. Also if you're stomping, you're likely to have all 6 slots used up and no place for wards, sometimes it just happens. I don't think I end the game with any wards in my inventory unless I get killed trying to place them, and then the opposing team ends. Or there are a lot of invis heroes and I just end up winning/losing the game with a batch of sentries in my inventory.
Well, everything Strong Medicine said is true. I have a gem in my ward which track the number of ward i have placed (placed it from back then when i just lv 3 or 4). Until now, it has recorded 1800 ward placed which means i buy 9 ward / match :D (1800 ward / 200 matches). Btw, i'm lvl 14 now.
